PHOENIX, Arizona, November 30. EVERY December, Swimming World Magazine devotes an issue to honoring the World and Regional Swimmers of the Year. This year, Americans Missy Franklin and Michael Phelps swept the World and American Swimmers of the Year awards, earning them top billing and the Swimming World Magazine cover.
