SACRAMENTO- A man was arrested on Saturday after entering a female locker room and filming girls getting ready for a swim meet. Thirty-three-year-old Jason Ray Paner was locked up in the Solano County Jail, charged with felony possession of obscene matter depicting a minor, and burglary, according to KCRA.

Deputies received a call on Saturday at 1:30 p.m. reporting of a man who had entered the girls locker room at Solano County Community College during a swim meet at the school’s pool.

A parent of a swimmer told officers that the man was filming with his cell phone in the locker room. After a girl pointed the man out to her mother, a group of parents cornered the Paner in the gym’s lobby.

Deputies recovered images of the girls in the locker room on Paner’s phone.

Paner bailed out of the Solano County Jail sometime Saturday evening, according to the Solano County Sheriff’s Department.

This was a clear felony by a member of the opposite sex, but the use of cell phones in locker rooms is a constant concern.

USA Swimming Athlete Protection Policies heavily emphasize restricting cell phone use in locker room areas:

Cell phones and other mobile devices with recording capabilities, including voice recording, still cameras and video cameras increase the risk for different forms of misconduct in locker rooms and changing areas. The USA Swimming Athlete Protection Policies prohibit the use of such devices in the locker room or other changing area:

305.3 Use of audio or visual recording devices, including a cell phone camera, is not allowed in changing areas, rest rooms or locker rooms.

Thanks for posting this. Even at a swim meet, where our kids feel safe and good memories are created. We need to be watchful for our children and their safety. My thoughts and prayers are with the victims and their parents.

This is a horrible incident however the parents that attend these swim meets should know better. I am a mother who has a daughter which is apart of the swim team. It is complete nonsense that parents or any other adult is not supervising these functions. The locker rooms always fill up during these swim meets and no adult supervision is EVER there. Sparetime is a lazy company in general and never addresses member complaints or issues. These locker rooms are DANGEROUS when swim meets happen due to the lack of supervision for these minors. My daughter has been harassed by other girls as well as staff at these Sparetime Gyms. I know that Jason WAS an EMPLOYEE of Sparetime and moved up the ranks and actually promoted to higher position within the company. How can someone who so morally messed up even acquire such a high position. Does spare time even do background checks when hiring employees?? My daughter is no longer apart of the swim team due to harassment from other girls and staff especially staff johnson ranch raquet club. Avoid Rio Del Oro and any other spare time club they will verbally abuse your children or worse!
