USA Swimming Announces Full List of Elected Officers; Deck Changing Now Prohibited

JACKSONVILLE, Florida, September 20. ALONG with USA Swimming electing Jim Sheehan as its new president in a contentious battle, plenty of other decisions were made by the House of Delegates at the United States Aquatic Sports Convention today.

On top of electing a full slate of new and returning leadership, the House of Delegates also voted to ban deck changing nationwide.  The deck change ban had been only at USA Swimming-run events with it being heavily suggested to not occur at other meets. Now, USA Swimming is strengthening the rule to ban the practice of changing clothes underneath a towel outright anywhere but in the locker area.

Although, the actual rule change that requires a deck change meet announcement be made prior to each meet banning swimmers from doing it, the wording of the rule doesn’t put much teeth into actually punishing any swimmer who engages in it.

“Changing into or out of swimsuits other than in locker rooms or other designated areas is prohibited.”

USA Swimming’s membership body voted to approve multiple areas of legislation at the House of Delegates meeting at the annual United States Aquatic Sports Convention. Key Legislation Approved by the House of Delegates:

· Addition of the Futures Championship events starting in 2015, which creates a championship event between the existing Speedo Champions Series (also known as Sectionals) and the Speedo Junior National Championships. This “stepping stone” meet was created to fill a void to compensate for a 40 percent increase in the number of 13 & over athletes since 2003.

· All proposed Safe Sport program items proposed passed to comply with the Victor Vieth report including:

o There will be a prohibition against retaliating against an individual who makes a good faith report

o To provide greater protection from retaliation for members who report by adopting a “rebuttable presumption of retaliation”

o Clarified the scope and charge of the coaches’ panel to whether the conduct is outside the customary and acceptable bounds of coaching

· Deck changing is prohibited, as proposed by athlete representatives

· Removal of the Olympic International Operations Committee from the rule book
