{"id":623226,"date":"2025-09-29T13:12:19","date_gmt":"2025-09-29T20:12:19","guid":{"rendered":"https:\/\/www.swimmingworldmagazine.com\/news\/?p=623226"},"modified":"2025-09-29T13:12:19","modified_gmt":"2025-09-29T20:12:19","slug":"international-paralympic-committee-lifts-bans-on-russia-belarus","status":"publish","type":"post","link":"https:\/\/www.swimmingworldmagazine.com\/news\/international-paralympic-committee-lifts-bans-on-russia-belarus\/","title":{"rendered":"International Paralympic Committee Lifts Bans on Russia, Belarus"},"content":{"rendered":"<p><strong>International Paralympic Committee Lifts Bans on Russia, Belarus<\/strong><\/p>\n<p>The International Paralympic Committee on Saturday lifted partial suspensions of Russia and Belarus that had been in place for nearly four years over the invasion of Ukraine.<\/p>\n<p>The decision was made at the IPC\u2019s General Assembly meeting in Seoul (<a href=\"https:\/\/www.paralympic.org\/news\/ipc-members-vote-not-maintain-npc-belarus-and-npc-russia-s-partial-suspensions\" target=\"_blank\" rel=\"noopener\">technically it was to &#8220;not maintain&#8221; the partial suspensions<\/a>). It\u2019s another step toward the two nations\u2019 return to full international status, with eyes on the upcoming Winter Olympics in Milan-Cortina.<\/p>\n<p>The resolution went from a full suspension to no suspension. The vote was 111-55 with 11 abstentions against a full Russian suspension, then 91-77 against a partial suspension, <a href=\"https:\/\/www.insidethegames.biz\/articles\/1155164\/russia-and-belarus-back-in-ipc-fold\" target=\"_blank\" rel=\"noopener\">per Inside the Games<\/a>. The vote against Belarus was 119-48 against a full ban and 103-63 against a partial ban.<\/p>\n<p>\u201cThis decision means NPC Belarus and NPC Russia now regain their full rights and privileges of IPC membership, in accordance with the IPC Constitution,\u201d read an official IPC statement. The IPC will work with the two members involved to put practical arrangements in place for this as soon as reasonably possible.\u201d<\/p>\n<p>It was just after the last Winter Games in Bejing in 2022 that Russia \u2013 with operational assistance from Belarus \u2013 attacked Ukraine. The International Olympic Committee, IPC and many other sporting bodies suspended Russian and Belarussian sporting organizations to varying degrees. Eventually, <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-suspends-russian-olympic-committee-indefinitely\/\" target=\"_blank\" rel=\"noopener\">they were allowed to compete<\/a>, but under neutral flags, without national colors, in individual sports only and, in some cases, with a clear renunciation of the war. That was the case in Paris, where as Individual Neutral Athletes (AINs, in the French acronym).<\/p>\n<p>Conditions have generally eased on those athletes since. In September, <a href=\"https:\/\/www.olympics.com\/ioc\/news\/individual-neutral-athletes-to-compete-at-milano-cortina-2026-olympic-winter-games-under-same-conditions-as-for-paris-2024\" target=\"_blank\" rel=\"noopener\">the IOC committed to using the same protocol for AINs<\/a> in Milan-Cortina as was in force at the Paris Olympics.<\/p>\n<p>In Paris, 32 athletes \u2013 17 from Belarus, 10 from Russia \u2013 competed in 10 sports, <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/evgenii-somov-only-russian-swimmer-at-olympics-is-unique-for-more-than-ain-status\/\" target=\"_blank\" rel=\"noopener\">including one Russian swimmer<\/a> and three from Belarus. AINs from Belarus won one goal and four total medals. The only medal won by a Russian was a tennis women\u2019s doubles silver medal by <strong>Mirra Andreeva<\/strong> and <strong>Diana Shnaider.<\/strong><\/p>\n<p>Swimmers from both countries were able <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/world-aquatics-to-allow-russian-and-belarusian-athletes-to-compete-as-individual-neutral-athletes-paris-still-uncertain\/\" target=\"_blank\" rel=\"noopener\">to compete as neutral athletes<\/a> at the World Aquatics Championships, <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/world-championships-day-eight-finals-neutral-athletes-russia-fire-european-record-in-400-medley-relay-france-and-usa-reach-podium\/\" target=\"_blank\" rel=\"noopener\">including in relays<\/a>, and at the World Para Swimming Championships, both in Singapore over the last two months.<\/p>\n<p>The decision by the International Paralympic Committee was taken on a week where discussion is ramping up over Israel\u2019s international status given the war in Gaza.
