In addition to the operating revenues and\u00a0 expenses (i.e., the operating budget), the organization has non-operating revenues and expenses. This practice was discontinued in total in2020, given the effects of\u00a0 the COVID-19 pandemic (e.g., increased uncertainty and volatility in investment\u00a0 portfolios and fewer operating expenditures).<\/li>\n<li>For the 2025-2028 quad, the organization has partially re-instituted the prior fiscal\u00a0 policy.
