{"id":574421,"date":"2023-12-08T11:43:08","date_gmt":"2023-12-08T18:43:08","guid":{"rendered":"https:\/\/www.swimmingworldmagazine.com\/news\/?p=574421"},"modified":"2023-12-08T11:43:08","modified_gmt":"2023-12-08T18:43:08","slug":"ioc-caves-to-allow-russian-athletes-at-paris-olympics-under-strict-conditions","status":"publish","type":"post","link":"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-caves-to-allow-russian-athletes-at-paris-olympics-under-strict-conditions\/","title":{"rendered":"IOC Caves to Allow Russian Athletes at Paris Olympics Under \u2018Strict\u2019 Conditions"},"content":{"rendered":"<p><strong>IOC Caves to Allow Russian Athletes at Paris Olympics Under \u2018Strict\u2019 Conditions<\/strong><\/p>\n<p>The executive board of the International Olympic Committee on Friday caved to pressure to allow Russian and Belarussian athletes to compete at the Paris Olympics under \u2018strict eligibility conditions.\u2019<\/p>\n<p>The athletes will compete as \u201cindividual neutral athletes\u201d if they qualify via standards set by international federations, <a href=\"https:\/\/olympics.com\/ioc\/news\/strict-eligibility-conditions-in-place-as-ioc-eb-approves-individual-neutral-athletes-ains-for-the-olympic-games-paris-2024\" target=\"_blank\" rel=\"noopener\">per a press release<\/a>. The biggest condition appears to be that athletes must sign an updated Conditions of Participation document, a half-page, six-point declaration that acknowledges, \u201cthe peace mission of the Olympic Movement.\u201d<\/p>\n<p>The eligibility criteria do not allow for teams. Athletes who \u201cactively support the war\u201d will not be eligible, though no ways of determining that are specified. (The status of <strong>Evgeny Rylov<\/strong> will be <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/evgeny-rylov-appears-at-rally-supporting-russian-invasion-of-ukraine\/\" target=\"_blank\" rel=\"noopener\">one notable test within the swimming realm<\/a>.) The IOC will not allow athletes \u201ccontracted to the Russian or Belarusian military or national security agencies\u201d or as support personnel.<\/p>\n<p>It anticipates, from its press release, that \u201conly a very limited number of athletes will qualify through the existing qualification systems of the IFs (international federations).\u201d World Aquatics signaled in September that <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/world-aquatics-to-allow-russian-and-belarusian-athletes-to-compete-as-individual-neutral-athletes-paris-still-uncertain\/\" target=\"_blank\" rel=\"noopener\">it would allow athletes from those nations to compete as individual neutral athletes<\/a>.<\/p>\n<p>The IOC contends that it has the support of, \u201cthe overwhelming majority of athletes not to punish fellow athletes for the actions of their government.\u201d The IOC cited as evidence that only 11 athletes (eight Russian, three Belarussian) have qualified for an Olympic Games they were not yet trying to qualify for, as opposed to 60 Ukrainian athletes. The IOC also didn\u2019t miss the chance to trumpet its funding of more than 3,000 Ukrainian athletes through its IOC Solidarity Fund.<\/p>\n<p>In exchange for the life-changing event that is participation in the Olympics and the possibility of winning medals on their sport\u2019s biggest stage, the IOC stipulated that athletes can\u2019t bring their flags or anthems. No state officials will be invited either.<\/p>\n<p>Friday\u2019s decision follows a pattern with Russian athletes in particular, of tough talk about their intransigence when an Olympic Games is distant followed by a softening and eventual acquiescence. The timeline of the Ukraine war echoes the IOC\u2019s actions on Russia systemic doping programs of the last decade.<\/p>\n<p>The IOC board <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-board-now-is-not-the-time-to-lift-russia-belarus-suspensions\/\" target=\"_blank\" rel=\"noopener\">last December indicated<\/a> that \u201cnow is not the time\u201d to lift suspensions. Last March, the IOC put in place <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-issues-recommendations-for-russian-and-belarusian-athletes-return-to-competitions\/\" target=\"_blank\" rel=\"noopener\">a framework for athletes to return to competition<\/a>, despite 35 nations, including the United States, that month <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/united-states-among-35-nations-pressing-for-ioc-ban-of-russian-athletes-from-2024-paris-olympics\/\" target=\"_blank\" rel=\"noopener\">coming out in support of continued prohibition<\/a> against Russian and Belarussian athletes.<\/p>\n<p>The IOC in July took the ceremonial step of <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-declines-to-extend-invitations-to-paris-olympics-to-russia-belarus\/\" target=\"_blank\" rel=\"noopener\">not extending invitations to the Paris Olympics<\/a> to Russia or Belarus, but that was a hollow gesture aimed more at the administrations of those nations that athletes. Friday\u2019s move is instead moving to extricate athletes from their larger geopolitical structure. (The IOC in October <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-suspends-russian-olympic-committee-indefinitely\/\" target=\"_blank\" rel=\"noopener\">extended indefinitely the suspension of the Russian Olympic Committee<\/a>, and Friday\u2019s announcement includes no easing of that position.)<\/p>\n<p>Russian and Belarussian athletes were largely suspended from all international competition when those governments declared war on Ukraine, Russia invading its neighbor\u2019s borders and Belarus acting as a pliant staging ground for the operation in February 2022. (The Beijing Winter Olympics closed on Feb. 20; the invasion of Ukraine began Feb. 24.)<\/p>\n<p>The reaction of the global sporting community in February 2022 was swift and unequivocal to ban Russian and Belarussian athletes. It has meant that the last two World Aquatics World Championships have been <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/fina-excludes-russian-and-belarussian-athletes-and-officials-from-2022-world-championships\/\" target=\"_blank\" rel=\"noopener\">conducted without athletes from those nations<\/a>.
