The proposed changes establish consistent standards for officials across the country, ensuring the current standards adopted by USA Swimming in accordance with recommendations set by the National Officials Committee become the national standard.<\/p>\n<p>The International Swimming Coaches Association (ISCA) also endorsed the change.<\/p>\n<p><em>The proposed rule: All officials acting in the capacity of Referee, Starter, Judges, or Administrative Official at a swimming meet shall be certified and trained in such position by their LSC to the uniform and consistent standards set by USA Swimming prior to being assigned to officiate in that capacity. LSCs and clubs cannot require any additional certifications. Uncertified trainees may perform the duties of such positions when they are under the direct supervision of a certified official. See Article 202 and the Corporate Bylaws for USA Swimming membership requirements<\/em><\/p>\n<p style=\"text-align: left;\" align=\"center\">&#8220;Anything that can help clubs and coaches speed up the process of getting much needed officials certified is a major step in the right direction for all concerned,&#8221; ISCA President and CEO <strong>Doug Fonder<\/strong> said. &#8220;This will greatly help the &#8216;Grass Roots&#8217; movement of USA Swimming!&#8221;<\/p>\n<p><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/category\/americas\" target=\"_blank\" rel=\"noopener\">More US News<\/a><\/p>\n<p>With a deep commitment to the development and sustainability of clubs, as well as the growth of swimming in the United States, ASCA recognizes the importance of urgent action to help coaches and clubs that consistently struggle to recruit, retain, and advance officials within their LSC\u2019s.<\/p>\n<p>By advocating for changes to this rule, ASCA seeks to support a pathway for programs to get more volunteers so the clubs can host non-championship, sanctioned meets at the LSC level.\u00a0 ASCA recognizes and greatly appreciates the role of the officials in the sport and supports the outstanding work of the National Officials Committee to create the standard.<\/p>\n<p>&#8220;This rule change provides a uniform, clearly defined and more attainable advancement process,\u201d said ASCA CEO <strong>Jennifer LaMont<\/strong>. \u00a0\u201cHopefully more parents will come forward and participate as a result.\u00a0 This will help coaches and clubs, and most importantly athletes.\u201d<\/p>\n<p>If passed at the USA Swimming House of Delegates meeting in September, the proposed legislation would become effective January 1, 2024.<\/p>\n<p>A petition to show grassroots support for the legislative rule change leading up to the HOD meeting can be found here: <a href=\"https:\/\/www.change.org\/p\/support-proposed-legislation-amendment-to-rule-102-10-2-of-the-usa-swimming-rule-book?recruiter=1077355297&amp;recruited_by_id=503ce990-80fa-11ea-83e7-f7b1dd4de732&amp;utm_source=share_petition&amp;utm_medium=copylink&amp;utm_campaign=petition_dashboard\" target=\"_blank\" rel=\"noopener\">Petition \u00b7 Support Proposed Legislation Amendment to Rule 102\u200b.\u200b10\u200b.\u200b2 of the USA Swimming Rule Book \u00b7 Change.org<\/a><\/p>\n<p>ASCA said it stands with the Coaches Advisory Council (CAC) to encourage all voting members of the USA Swimming House of Delegates to vote in favor of this proposed legislation.<\/p>\n<p><em>The American Swimming Coaches Association (ASCA) is a professional organization dedicated to the education and development of swimming coaches at all levels.
