S2330 has widespread bipartisan support, with 14 cosponsors in the Senate and 18 cosponsors in the House of Representatives. Many of those signing are Americans support comes from many places beyond.<\/p>\n<p>Although the letter is in,<strong> <a href=\"https:\/\/usopu.info\/?fbclid=IwAR0GZ3gAUVAAYMyCDpyfFbHHi-p82pRXlnAVjYlrC1joWnP4YMBFtsWInFY\" target=\"_blank\" rel=\"noopener noreferrer\">the petition can still be signed and organisers encourage any who still wish to sign to do so<\/a><\/strong> as the political process progresses. The letter is published on the website of the Athletes, Survivors, &amp; Supporters of Olympic Sport, which includes links to articles and features and information on sexual abuse cases and related issues at the heart of why Olympians are calling for S2330 to get the green light without loopholes loved by rogues.<\/p>\n<p>What is described as &#8220;the largest group of Olympic Movement Members in history, assembled purely through athlete-engagement&#8221; &#8211; including 482 Olympians, Paralympians and Elite Athletes, 188 Coaches, 78 Survivors, 144 Sport Leaders, 9 Advocacy Organizations, and 273 Supporters &#8211; highlight the issue of athlete abuse, explain why S2330 should not be watered down and declare in their plea to Congress: &#8220;&#8230; the current American Olympic and Paralympic sport system does not work&#8221;.<\/p>\n<p>The S2330 letter is signed by a tall wave of Olympic champions and medallist from Aquatic sports, including <strong>Donna de Varona, Chris von Saltza, Debbie Meyer, Mary Wayte, Carrie Steinseifer and Nancy Hogshead-Makar, Allison Wagner, Tiffany Cohen,\u00a0Greg Louganis, Micki King,\u00a0Deena Deardurff Schmidt,\u00a0Gary Hall, Jr.,\u00a0Gary Hall, Sr.,\u00a0Darra Torres, \u00a0David Berkoff, BJ Bedford (Miller),\u00a0Betsy Mitchell and Aussie\u00a0Rob Woodhouse<\/strong>. Many have gone on to hold other key roles in sport beyond their racing days.<\/p>\n<p><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/athlete-a-presents-strong-case-for-independent-oversight-of-olympic-governance-safe-sport\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>The recent \u00a0\u201cAthlete A\u201d<\/strong> <\/a>\u00a0documentary is cited as providing further evidence of the &#8220;powerlessness that makes our athletes so susceptible to sexual abuse&#8221;. The conclusion: &#8220;It must be stopped.&#8221; S2330 would be the legislative tool and weapon in that fight.<\/p>\n<p>The letter notes:<\/p>\n<blockquote><p><span style=\"color: #800000;\"><strong>We do not know how many reports of Maggie Nichols-type-selection-tampering, of financial, emotional and physical abuse are being reported directly to the USOPC and NGBs. Yet NGBs are\u00a0<em>still\u00a0<\/em>stubbornly refusing to require their athlete and family members to be trained in sexual abuse, grooming and appropriate boundaries between athletes and those who wield this enormous control over them. They are refusing to target a culture that allows coaches to sexualize their athletes, refusing to lay down bright-line boundaries between coaches and athletes.<\/strong><\/span><\/p><\/blockquote>\n<p>On November 13, 2019 the Senate Commerce Committee approved the S2330 bill, described as &#8220;a crucial step toward preventing future sexual abuse of our athletes&#8221;. The bipartisan legislation makes provisions for the reform the governance of the U.S. Olympic and Paralympic Committee (USOPC) via a 16-member Commission and the updating of the 1978 Amateur Sports Act over a nine-month period.<\/p>\n<p>The group calling for change, under the name &#8220;Athletes, Survivors &amp; Supporters of Olympic Sport&#8221;, note in the S2330 letter to Congress:<\/p>\n<blockquote><p><span style=\"color: #800000;\"><strong>&#8220;During the markup, an effort was made to weaken the bill by eliminating section 4, a key feature that enshrines ongoing and effective Congressional oversight of the USOPC and its National Governing Bodies (NGBs).\u00a0Doing so would have eliminated independent oversight, a crucial reform that must occur if we are going to tackle the problem of sexual abuse in the Olympic Movement. We strongly urge you to retain this important provision.&#8221;<\/strong><\/span><\/p><\/blockquote>\n<p>The United States Olympic and Paralympic Committee comes in for particular criticism as the guardian and governor of Olympic sport in America, the points made by those backing S2330 pertinent far and wide in the world of Olympic sports. A new culture is needed. We can do better.&#8221;<\/p><\/blockquote>\n<p><strong>Athlete Funding<\/strong><\/p>\n<blockquote><p>&#8220;Misguided spending. Many Olympians &amp; Paralympians live at the poverty level.&#8221;<\/p><\/blockquote>\n<p><strong>Governance<\/strong><\/p>\n<blockquote><p>&#8220;Athletes seek greater control and presence on the board of the USOPC. Athletes seek equal and a collective representation on the Board of the USPOC. We can do better.&#8221;<\/p><\/blockquote>\n<p><strong>Health Care<\/strong><\/p>\n<blockquote><p>&#8220;Athletes lose health coverage when sick, injured, or pregnant! We can do better.&#8221;<\/p><\/blockquote>\n<p><strong>Leadership<\/strong><\/p>\n<blockquote><p>&#8220;There are NO athletes working in USOPC executive leadership. We can do better.&#8221;<\/p><\/blockquote>\n<p><strong>Amateur Sport Act<\/strong><\/p>\n<blockquote><p>&#8220;The 1978 Amateur Sports Act needs a modern rewrite. This needs to happen.&#8221;<\/p><\/blockquote>\n<h2>The S2330 Letter To Congress<\/h2>\n<p><em>Dear Member of Congress:<\/em><\/p>\n<p><em>We are Olympic &amp; Paralympic athletes, elite athletes, coaches, sport leaders, sexual abuse survivors, and supporters writing to ask you to support immediate enactment of S2330 \u2013 \u201cEmpowering Olympic and Amateur Athletes Act of 2019\u201d without any weakening amendments.<\/em><\/p>\n<p><em>To our knowledge, this is the largest group of Olympic Movement Members in history, assembled purely through athlete-engagement. 482 Olympians, Paralympians and Elite Athletes, 188 Coaches, 78 Survivors, 144 Sport Leaders, 9 Advocacy Organizations, and 273 Supporters. Our message is clear: the current American Olympic and Paralympic sport system does not work.<\/em><\/p>\n<p><em>The recent<a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/athlete-a-presents-strong-case-for-independent-oversight-of-olympic-governance-safe-sport\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong> Netflix documentary \u201cAthlete A\u201d<\/strong> <\/a>showed the world why this legislation is needed; athlete abuse in Olympic &amp; Paralympic sport is unchecked, rampant and ongoing. In response to Larry Nassar&#8217;s abuse and the US Olympic and Paralympic Committee &amp; USA Gymnastics cover-up, the employees and Board members repeat, \u201cAthletes First,\u201d while the they still have Karolyi\/ Steve-Penny-power over stipends, endorsement deals and the ultimate dream of selection onto Team USA. It is this powerlessness that makes our athletes so susceptible to sexual abuse. It must be stopped.<\/em><\/p>\n<p><em>On November 13, 2019 the Senate Commerce Committee approved this &#8211; S2330 &#8211; bill, a crucial step toward preventing future sexual abuse of our athletes. This bipartisan legislation combines important and necessary provisions developed by Senators Moran and Blumenthal to immediately reform the governance of the U.S. Olympic and Paralympic Committee (USOPC), along with creating a 16-member Commission. As pioneered by Senator Gardner and Congresswoman DeGette, the Commission is charged with further updating the 1978 Amateur Sports Act over a nine-month period.<\/em><\/p>\n<blockquote><p><em>During the markup, an effort was made to weaken the bill by eliminating section 4, a key feature that enshrines ongoing and effective Congressional oversight of the USOPC and its National Governing Bodies (NGBs). Sexual misconduct claims in U.S. Olympic &amp; Paralympic sports rose 55 percent between 2018 and 2019, and included 2770 reports in 2019 alone. The Center for SafeSport, which is currently dramatically underfunded, is now receiving over 220+ reports of sexual abuse\u00a0per month. We do not know how many reports of Maggie Nichols-type-selection-tampering, of financial, emotional and physical abuse are being reported directly to the USOPC and NGBs.<\/em><\/p>\n<blockquote><p><em>Yet NGBs are\u00a0<strong>still\u00a0<\/strong>stubbornly refusing to require their athlete and family members to be trained in sexual abuse, grooming and appropriate boundaries between athletes and those who wield this enormous control over them. Every day of inaction, the abuse continues.<\/em><\/p>\n<blockquote><p><em>It\u2019s time to act with force and commitment!
