It urges the IOC to scrap <a href=\"https:\/\/www.olympic.org\/-\/media\/document%20library\/olympicorg\/news\/2020\/01\/rule-50-guidelines-tokyo-2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Rule 50<\/a>, which bars political protests by athletes at official Olympic ceremonies, and replace it with new guidelines developed \u201cin direct collaboration with independent, worldwide athlete representatives that protects athletes\u2019 freedom of expression.\u201d<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The USOPC AAC and John Carlos call on the IOC and the IPC to abolish IOC Charter Rule 50 and develop a new policy in direct collaboration with athlete representatives. <a href=\"https:\/\/twitter.com\/hashtag\/Rule50?src=hash&amp;ref_src=twsrc%5Etfw\">#Rule50<\/a> <a href=\"https:\/\/t.co\/MicrFBzw1B\">https:\/\/t.co\/MicrFBzw1B<\/a><\/p>\n<p>\u2014 USOPC AAC (@USOPC_AAC) <a href=\"https:\/\/twitter.com\/USOPC_AAC\/status\/1276911255266168832?ref_src=twsrc%5Etfw\">June 27, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p><a href=\"https:\/\/www.washingtonpost.com\/context\/rule-50-letter\/779721f3-0290-4263-a8e0-edab5d133cf5\/?itid=lk_inline_manual_5\" target=\"_blank\" rel=\"noopener noreferrer\">From the letter<\/a>:<\/p>\n<blockquote><p><em>We are now at a crossroads. The IOC and IPC cannot continue on the path of punishing or removing athletes who speak up for what they believe in, especially when those beliefs exemplify the goals of Olympism. Instead, sports administrators must begin the responsible task of transparent collaboration with athletes and athlete groups (including independent athlete groups) to reshape the future of athlete expression at the Olympic and Paralympic Games. Let us work together to create a new structure that celebrates athletes who speak about issues in alignment with human rights and the 7 principles of Olympism.<\/em><\/p><\/blockquote>\n<p>Rule 50 of the Olympic Charter purports to \u201cprotect the neutrality of sport and the Olympic Games\u201d by forbidding protests and demonstrations on the field of competition, the Olympic Village and all official ceremonies (opening, closing, medal, etc.) It enumerates such banned protests and including:<\/p>\n<ul>\n<li>Displaying any political messaging, including signs or armbands<\/li>\n<li>Gestures of a political nature, like a hand gesture or kneeling<\/li>\n<li>Refusal to follow the Ceremonies protocol<\/li>\n<\/ul>\n<p><strong>READ<\/strong>: <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/anthony-ervin-on-olympic-rule-50-thats-not-going-to-fly\/\" target=\"_blank\" rel=\"noopener noreferrer\">Anthony Ervin on Olympic Rule 50: \u2018That\u2019s Not Going to Fly\u2019<\/a><\/p>\n<p>Signatories to Saturday\u2019s letter include Carlos, who along with fellow American sprinter <strong>Tommie Smith<\/strong> raised his fist on the podium of the 200-meter dash at the 1968 Olympics <a href=\"https:\/\/www.amazon.com\/John-Carlos-Story-Sports-Changed\/dp\/B0085S534W\" target=\"_blank\" rel=\"noopener noreferrer\">after having won the bronze medal<\/a>. Carlos and Smith, who for their protest earned decades of condemnation and reprisals, are seen as forerunners of the current athlete activism protesting, among other things, systemic racism and structural inequalities.<\/p>\n<p>Also signing the letter were <strong>Han Xiao<\/strong>, a table tennis player and the USOPC AAC chair; fencer <strong>Cody Mattern,<\/strong> the vice-chair; bobsledder <strong>Bree Schaaf<\/strong>, the second vice-chair; <strong>Moushaumi Robinson,<\/strong> a track and field athlete; para-cyclist <strong>Sam Cavanaugh;<\/strong> and rower <strong>Nick LaCava.<\/strong> (The latter three are at-large leaders of the USOPC AAC.)<\/p>\n<p><strong>READ<\/strong>: <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/german-athletes-welcome-bach-readiness-to-relax-rule-50-allow-peaceful-protest\/\" target=\"_blank\" rel=\"noopener noreferrer\">German Athletes Welcome Bach Readiness To Relax Rule 50 &amp; Allow Peaceful Protest<\/a><\/p>\n<p>Schaaf is also involved with Global Athlete, a coalition of athletes across the world, that <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/global-athlete-calls-on-ioc-to-immediately-abolish-olympic-ban-on-kneeling\/\" target=\"_blank\" rel=\"noopener noreferrer\">earlier this month called for the repeal of IOC Rule 50<\/a>. The stance from athletes is the Rule 50 infringes on their rights to self-expression, particularly at the height of their athletic accomplishments when presented with a rare level of public visibility. To deny that via Rule 50, athletes argue, amounts to the IOC and IPC undercutting their message of inspiring change through sports.<\/p>\n<blockquote><p><em>Freedom of expression is recognized as a fundamental human right by the United Nations because it is essential to societal and individual well-being.
