Marsh <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/david-marsh-to-gavin-newsom-wed-love-to-get-these-pools-open\/\" target=\"_blank\" rel=\"noopener noreferrer\">took to Twitter last week<\/a> outside the locked gates of his Team Elite facilities in San Diego urging the governor to lift restrictions on pools in California as its economy recovers from the COVID-19 pandemic.<\/p>\n<p>This week, Marsh posted a short video to his story, showing off how long his hair has gotten since quarantine started mid-March. The video has amassed over 38,000 views. Since Marsh has been unable to return to coaching his <a href=\"https:\/\/www.teamunify.com\/team\/cate\/page\/home\" target=\"_blank\" rel=\"noopener noreferrer\">Team Elite<\/a> swimmers, he is silently protesting by growing out his hair until he can return to the pool &#8211; and the barber shop.<\/p>\n<p>Many on Twitter have had fun with Marsh&#8217;s hair as well.<\/p>\n<div class=\"oembed-wrap\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Omg. The voice of Marsh, the 12-time NCAA champion and coach of 49 Olympians, is the latest in the conversation. Six facilities in San Diego County submitted proposals last week to the county\u2019s health department to reopen,\u00a0<a href=\"https:\/\/www.sandiegouniontribune.com\/sports\/story\/2020-05-15\/swimming-water-polo-pools-community-san-diego-county-wilma-wooten-repoen-coronavirus\" target=\"_blank\" rel=\"noopener noreferrer\">but all were denied<\/a>.<\/p>\n<p>California is reopening from the coronavirus pandemic according to\u00a0<a href=\"https:\/\/www.nytimes.com\/2020\/04\/29\/us\/california-reopen-coronavirus.html\" target=\"_blank\" rel=\"noopener noreferrer\">a four-stage plan<\/a>\u00a0called its\u00a0<a href=\"https:\/\/covid19.ca.gov\/roadmap\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cResilience Roadmap\u201d<\/a>. San Diego County hasn\u2019t yet passed into Stage 2. The state\u2019s website\u00a0<a href=\"https:\/\/covid19.ca.gov\/roadmap-counties\/\" target=\"_blank\" rel=\"noopener noreferrer\">lists 22 counties that have entered<\/a>\u00a0Stage 2 of reopening, primarily in the rural north and east of the state. However, San Diego County has experienced\u00a0<a href=\"https:\/\/www.cbs8.com\/article\/news\/local\/phase-2-san-diego-county-allows-more-businesses-to-reopen\/509-bc72d91b-ce11-4b30-993e-cde6850e8357\" target=\"_blank\" rel=\"noopener noreferrer\">some lessening of restrictions on businesses<\/a>. Progress between stages owes not just to the prevalence of COVID-19 cases\u00a0<a href=\"https:\/\/www.10news.com\/news\/coronavirus\/some-california-counties-could-reopen-more-in-stage-2-if-they-meet-guidelines\" target=\"_blank\" rel=\"noopener noreferrer\">but ancillary factors<\/a>\u00a0like testing\/healthcare system capacities, ability to protect essential \u201cStage 1\u201d workers and structural vulnerabilities in the populations.<\/p>\n<p>But even when San Diego County gets to Stage 2, pools are not explicitly allowed to open. From the\u00a0<a href=\"https:\/\/www.cdph.ca.gov\/Programs\/CID\/DCDC\/Pages\/COVID-19\/Local-Variance-Attestations.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">California Department of Public Health<\/a>, among the businesses not eligible to open even in Stage 2 are \u201cpersonal services such as nail salons, tattoo parlors, gyms and fitness studios\u201d and \u201ccommunity centers, including public pools, playgrounds, and picnic areas\u201d.<\/p>\n<p>David Marsh and others argue that pools like Team Elite\u2019s don\u2019t operate as community centers. Because of factors like membership models and rigorous scheduling, swim clubs can operate without running afoul of capacity limits or violating social distancing regulations. Marsh, who has been attentive to detail and respectful to the situation at hand, also tweeted a link to <a href=\"https:\/\/www.usaswimming.org\/docs\/default-source\/coaching-resourcesdocuments\/covid-19-team-resources\/facility-reopening-plan-guidelines.pdf?sfvrsn=8a533a32_2\" target=\"_blank\" rel=\"noopener noreferrer\">USA Swimming\u2019s guidelines<\/a>\u00a0on\u00a0<a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/usa-swimming-releases-road-to-competition-roadmap-for-summer-return\/\" target=\"_blank\" rel=\"noopener noreferrer\">reopening facilities<\/a>, and many others have cited the Centers for Disease Control and Prevention\u2019s\u00a0<a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/php\/water.html\" target=\"_blank\" rel=\"noopener noreferrer\">guidance on the low risk<\/a>\u00a0of COVID-19 transmission in treated water.<\/p>\n<p>\u201cWe\u2019re very, very comfortable that lap swimming and swim practices can be done safely, and that coaches can stand on deck and enforce physical distancing,\u201d\u00a0<strong>Sally Taggart<\/strong>, general chair of the San Diego-Imperial Swimming LSC of which Team Elite is a part,\u00a0<a href=\"https:\/\/www.sandiegouniontribune.com\/sports\/story\/2020-05-15\/swimming-water-polo-pools-community-san-diego-county-wilma-wooten-repoen-coronavirus\" target=\"_blank\" rel=\"noopener noreferrer\">told the\u00a0<em>San Diego Union-Tribune<\/em>\u00a0Friday<\/a>. \u201cWe can do this safely. It\u2019s a question of do you consider this passive exercise activity that can be supervised, or do you think about this as your neighborhood pool where kids are playing Marco Polo? We\u2019re saying it\u2019s for lap swimming and swim practices.
