But the openings remain too late for some clubs and leagues.<\/p>\n<p>An overview of decisions that have come down this week across the United States:<\/p>\n<p><strong>Iowa<\/strong> pools <a href=\"https:\/\/spencersignal.com\/2020\/05\/20\/governors-proclamation-sets-opening-dates-limitations-for-movie-theaters-swimming-pools-bars-other-businesses\/\" target=\"_blank\" rel=\"noopener noreferrer\">can open effective May 22<\/a> for lap swimming and swimming lessons. In addition to limiting capacity, pools are required to take social distancing and hygiene measures. <strong>Indiana<\/strong> has <a href=\"https:\/\/www.fox19.com\/2020\/05\/20\/total-number-covid-cases-indiana-rises\/\" target=\"_blank\" rel=\"noopener noreferrer\">moved up the third stage of its reopening plan two days<\/a> to May 22, which includes community pools, recreational sports, and gyms and YMCAs (with restrictions).<\/p>\n<p><strong>West Virginia<\/strong> will allow pools <a href=\"https:\/\/www.mybuckhannon.com\/covid-19-update-gov-justice-announces-reopening-dates-for-swimming-pools-movie-theaters-bowling-alleys-and-other-places-with-indoor-amusement\/\" target=\"_blank\" rel=\"noopener noreferrer\">to reopen May 30<\/a>. The announcement by Gov. <strong>Jim Justice<\/strong> Thursday lumps pools with \u201cbowling alleys, pool halls, roller rinks, and other places with indoor amusement.\u201d <strong>Arkansas\u2019s<\/strong> Department of Health has given the go-ahead for a <a href=\"https:\/\/www.arkansasonline.com\/news\/2020\/may\/21\/watch-live-gov-give-130-pm-coronavirus-update\/\" target=\"_blank\" rel=\"noopener noreferrer\">June 1 resumption of limited-contact sports<\/a>, including swimming. Pools are on the reopening docket in <strong>Nebraska<\/strong> <a href=\"https:\/\/www.3newsnow.com\/news\/coronavirus\/live-ne-gov-pete-ricketts-holds-coronavirus-briefing-5-21-20\" target=\"_blank\" rel=\"noopener noreferrer\">starting June 1<\/a>, in all but the state\u2019s four hardest-hit counties. The decision loosens restrictions on pools in step with reopening bars (albeit without billiards or darts), zoos, movie theaters and small concerts and auctions.<\/p>\n<p><strong>North Carolina<\/strong> earlier this week announced that pools could reopen May 22. But some clubs and areas are hesitant to launch headlong into the season. <a href=\"https:\/\/www.newsobserver.com\/news\/local\/article242897966.html\" target=\"_blank\" rel=\"noopener noreferrer\">From <em>The News &amp; Observer<\/em><\/a>:<\/p>\n<blockquote><p><em>Raleigh has delayed opening its four outdoor and four indoor pools until at least June 26. A Durham city spokeswoman said Thursday that Durham would not open three outdoor pools at all this season. Indoor municipal pools in the city are closed until further notice. Knightdale tentatively plans to open its pool June 6. Chapel Hill, which operates one indoor and one outdoor pool, has not announced a plan for opening those.<\/em><\/p><\/blockquote>\n<p><strong>Ohio<\/strong> has gotten the green light to open its pools. But logistical hurdles remain. Cincinnati, for instance, is opening just seven of its 24 pools, citing <a href=\"https:\/\/www.wcpo.com\/news\/coronavirus\/live-mayor-cranleys-2-30-update-on-covid-19-in-cincinnati\" target=\"_blank\" rel=\"noopener noreferrer\">a shortage of lifeguards<\/a>.<\/p>\n<p>In <strong>Georgia,<\/strong> the mandate to keep pools closed has expired, leaving it up to local areas to determine openings. Many cities in the Atlanta metro area are keeping pools closed, but the city of Tucker in Dekalb County <a href=\"https:\/\/www.ajc.com\/news\/local\/tucker-reopening-public-pools-for-memorial-day-weekend\/bsIiId3K4ka1Z822JOUZVO\/\" target=\"_blank\" rel=\"noopener noreferrer\">is making an early move to open<\/a>. Among their precautions is an online registration system to reserve blocks of time.<\/p>\n<p>Some states have ceded jurisdiction over pools to local counties. One is <strong>Wisconsin<\/strong>, where the Milwaukee County government decreed Friday that <a href=\"https:\/\/www.wisn.com\/article\/all-milwaukee-county-parks-pools-will-be-closed-for-summer\/32644095?src=app#\" target=\"_blank\" rel=\"noopener noreferrer\">pools will remain closed for the summer<\/a>. <strong>Tennessee\u2019s<\/strong> Shelby County approved reopening pools with 25 percent capacity, but the city of Memphis <a href=\"https:\/\/www.fox13memphis.com\/news\/local\/swimming-pools-can-reopen-with-very-limited-capacity\/LAOGBFPB5VAFZKWALETUWM72YY\/\" target=\"_blank\" rel=\"noopener noreferrer\">is keeping its pools closed<\/a> for the time being.<\/p>\n<p>In <strong>Texas<\/strong>, Houston mayor Sylvester Turner announced a number of reopenings Thursday, but <a href=\"https:\/\/www.khou.com\/article\/news\/health\/coronavirus\/houston-pools-splash-pads-will-be-closed-this-summer-due-to-covid-19-pandemic\/285-b7b95bc2-25f3-4722-b945-ac2ee5fdef42\" target=\"_blank\" rel=\"noopener noreferrer\">pools remain closed<\/a>. He cited social distancing concerns as the main driver.<\/p>\n<p>The news isn\u2019t good for prospective swimmers everywhere. <strong>Pennsylvania<\/strong> has been particularly hard hit. Three leagues in the Philadelphia suburbs \u2013 the Suburban Swim League, the Delaware County Swim League and the Intra-County Swim League \u2013 <a href=\"https:\/\/www.delcotimes.com\/sports\/summer-swimming-suburban-swim-league-cancels-summer-season\/article_00470e72-9b01-11ea-a03d-9f59528aa0f7.html\" target=\"_blank\" rel=\"noopener noreferrer\">announced this week<\/a> that they would <a href=\"https:\/\/www.delcotimes.com\/sports\/intra-county-and-delco-swim-leagues-cancel-summer-season\/article_5ed2f5c8-9b9c-11ea-9713-1bc4dbac5919.html\" target=\"_blank\" rel=\"noopener noreferrer\">cancel their summer seasons<\/a>, though the neighborhood swim clubs comprising the league could open eventually. Many pools in Central Pennsylvania <a href=\"https:\/\/www.pennlive.com\/coronavirus\/2020\/05\/some-community-pools-wont-reopen-this-summer-sunk-by-coronavirus.html\" target=\"_blank\" rel=\"noopener noreferrer\">are not going to open<\/a>.<\/p>\n<p>Classification of pools in the state remain unclear. Much of Southeastern Pennsylvania is under the \u201cred phase\u201d of Gov. <strong>Tom Wolf\u2019s<\/strong> reopening plan, the stage of the most severe restrictions. It\u2019s unclear if pools can open in the next phase, the \u201cyellow phase,\u201d or if they\u2019re grouped with schools as requiring the \u201cgreen phase\u201d to reopen.<\/p>\n<p><strong>Maryland<\/strong> has also seen another large league close for the season, with the Greater Annapolis Swim League <a href=\"https:\/\/www.baltimoresun.com\/sports\/ac-cs-greater-annapolis-swim-league-cancels-season-20200520-gcsacgs4a5eerjupua3ox4rmkq-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">cancelling its summer slate<\/a>. It\u2019s the latest in a slew of cancellations that have been <a href=\"https:\/\/www.baltimoresun.com\/sports\/ac-cs-greater-annapolis-swim-league-cancels-season-20200520-gcsacgs4a5eerjupua3ox4rmkq-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">announced over the last month<\/a>.<\/p>\n<h4><strong>Swimming Through a Pandemic<\/strong><\/h4>\n<p><em>The postponements and cancellations wrought by COVID-19 haven\u2019t just affected the Olympics and the ranks of elite swimmers. They\u2019ve trickled down to neighborhood clubs and summer youth leagues, affecting thousands of recreational and competitive swimmers alike.
