The effective date of the changes is March 6, 1998, which is the same as the FINA effective date. <\/p>\n<p>A summary of the changes appears below:<br \/>\nBreaststroke<br \/>\nTo permit the shoulder to drop on turns and during the swim.<br \/>\nButterfly<br \/>\n1. To permit the shoulder to drop on turns.<br \/>\n2.
