S.2330 \u2013 \u201cEmpowering Olympic and Amateur Athletes Act of 2019\u201d <\/strong><\/span>without any weakening amendments.&#8221;<\/em><\/p>\n<\/div>\n<div class=\"column\">\n<p><i>The\u00a0group&#8217;s\u00a0letter to Congress is signed by\u00a0<\/i><strong style=\"font-style: italic;\">Olympic &amp; Paralympic athletes, elite athletes, coaches, sport leaders, sexual abuse survivors, and supporters<\/strong><i>\u00a0is signed by\u00a0<\/i>270 Olympians, Paralympians &amp; elite athletes, 60 coaches, 40 survivors of sexual abuse in sport, 43 sport leaders, 7 athlete-protection organizations. Add to that 140 Movement Supporters, a group under the banner of The Army of Survivors, and the Honorable Judge <strong>Rosemarie Aquilina<\/strong>, who presided over the sentencing of Larry Nassar, the former doctor know serving a life-plus term in jail for abusing hundreds of women gymnasts.<\/p>\n<p><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/iwd-nancy-hogshead-makar-rape-survivor-fighter-for-an-end-to-abuse-in-sport\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Nancy Hogshead-Makar<\/strong><\/a>, the 1984 Olympic 100m freestyle and relays champion for the United States, has been a key protagonist at the helm of a movement for change and the betterment of the environment in which athletes work. <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/nancy-hogshead-makar-receives-the-2019-play-the-game-award-for-safe-sport-advocacy\/\" target=\"_blank\" rel=\"noopener noreferrer\">Her own work as a lawyer and advocated has won international recognition in the past year<\/a>.<\/p>\n<p>In their letter, the groups notes:<\/p>\n<blockquote><p><strong><span style=\"color: #800000;\">&#8220;<em>This legislation is sorely needed for a crucial reason; athlete abuse in Olympic &amp; Paralympic sport is rampant and ongoing. It must stop. <\/em><\/span><\/strong><\/p>\n<p><strong><span style=\"color: #800000;\"><em>&#8220;The U.S. Center for SafeSport has received over 4000 incidents of sexual abuse in just the three years of its existence. Sexual misconduct claims in U.S. Olympic &amp; Paralympian sports rose 55 percent between 2018 and 2019, and included 2770 reports in 2019 alone. <\/em><\/span><\/strong><\/p>\n<p><strong><span style=\"color: #800000;\"><em>&#8220;The Center for SafeSport, which is currently dramatically underfunded, is now receiving over 220+ reports of sexual abuse per month. We do not know how many reports of selection-tampering, of financial, emotional and physical abuse are being reported directly to the USOPC and NGBs. Yet NGBs are still stubbornly refusing to require their members to be trained in sexual abuse, grooming and appropriate boundaries between athletes and those who wield enormous control over them.&#8221;<\/em><\/span><\/strong><\/p><\/blockquote>\n<h2><span style=\"color: #000000;\">The Letter In Full<\/span><\/h2>\n<blockquote><p><em>Dear Member of Congress:<\/em><\/p>\n<p><em>We are <strong>Olympic &amp; Paralympic athletes, elite athletes, coaches, sport leaders, sexual abuse survivors, and supporters<\/strong> writing to ask you to support immediate enactment of <span style=\"color: #800000;\"><strong>S. S.2330 \u2013 \u201cEmpowering Olympic and Amateur Athletes Act of 2019\u201d<\/strong><\/span>without any weakening amendments.<\/em><\/p>\n<p><em>On November 13, 2019 the <strong>Senate Commerce Committee<\/strong> approved this bill, a crucial step toward preventing future sexual abuse of our athletes. This bipartisan legislation combines important and necessary provisions developed by <span style=\"color: #800000;\"><strong>Senators Moran and Blumenthal<\/strong><\/span> to immediately reform the governance of the <strong>U.S. Olympic and Paralympic Committee (USOPC)<\/strong>, along with creating a 16-member Commission. As pioneered by Senator Gardner and Congresswoman DeGette, the Commission is charged with further updating the 1978 Amateur Sports Act over a nine-month period.<\/em><\/p>\n<p><em>During the markup, an effort was made to weaken the bill by eliminating section 4, a key feature that enshrines ongoing and effective Congressional oversight of the USOPC and its National Governing Bodies (NGBs). Doing so would have eliminated independent oversight, a crucial reform that must occur if we are going to tackle the problem of sexual abuse in the <strong><span style=\"color: #800000;\">Olympic Movement.<\/span><\/strong> We strongly urge you to retain this important provision.<\/em><\/p>\n<p><em>This legislation is sorely needed for a crucial reason; athlete abuse in Olympic &amp; Paralympic sport is rampant and ongoing. Four major reports have detailed the USOPC\u2019s governance failures, noting that USOPC Board has no constituency, no shareholders, no owners, no independent oversight, and certainly is not accountable to the athletes they are supposed to be serving. <\/em><\/p>\n<p><em>Every day of inaction, the abuse continues. It\u2019s time to act with force and commitment!
