{"id":412148,"date":"2020-01-23T00:12:22","date_gmt":"2020-01-23T07:12:22","guid":{"rendered":"https:\/\/www.swimmingworldmagazine.com\/news\/?p=412148"},"modified":"2020-01-23T07:58:34","modified_gmt":"2020-01-23T14:58:34","slug":"ncaa-allows-elite-funding-for-athletes-works-on-expanding-sexual-violence-policy","status":"publish","type":"post","link":"https:\/\/www.swimmingworldmagazine.com\/news\/ncaa-allows-elite-funding-for-athletes-works-on-expanding-sexual-violence-policy\/","title":{"rendered":"NCAA Allows Elite Funding For Athletes &#038; Works On Expanding Sexual Violence Policy"},"content":{"rendered":"<p class=\"articleParagraph enarticleParagraph\">Elite swimmers, water polo players, divers and other athletes can now race in <strong><a class=\"companylink\" title=\"NCAA\">NCAA<\/a><\/strong>\u00a0competition and be official members of college teams while being paid for training expenses by the <strong><a class=\"companylink\" title=\"U.S. Olympic Committee\">U.S. Olympic and Paralympic Committee<\/a><\/strong> and other national governing bodies such as domestic federations.<\/p>\n<p class=\"articleParagraph enarticleParagraph\">The<strong> NCAA Division I Council<\/strong> adopted the legislation Wednesday at the <a class=\"companylink\" title=\"NCAA\">NCAA<\/a> convention. It is effective immediately. In addition, the N<strong>CAA Board of Governors<\/strong> announced that it is working on expanding the <a class=\"companylink\" title=\"NCAA\">NCAA<\/a>&#8216;s sexual violence policy.<\/p>\n<p class=\"articleParagraph enarticleParagraph\">The funding decision not only means that Americans can accept funding from federations while in college and racing in NCAA competition but allows the many foreign swimmers who train and race at college in the United States to accept funding from their home governing organisations.<\/p>\n<p>Previously, the likes of British internationals such as Gators\u00a0<strong>Gemma Spofforth <\/strong>and <strong>Mark Szarenek<\/strong>, among many others from many countries, were ineligible to receive funding from their domestic federations, such as British Swimming and Scottish Swimming.<\/p>\n<p>The freedom to accept funding that the new NCAA rule affords does not alone guarantee that all foreign swimmers at college in the United States will receive funding from home: domestic policies in some countries dictate that only swimmer who stay in home programs, including excellence centres, are eligible for financial subsidies.<\/p>\n<div id=\"attachment_406704\" style=\"width: 710px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-406704\" data-attachment-id=\"406704\" data-permalink=\"https:\/\/www.swimmingworldmagazine.com\/news\/ncaa-allows-elite-funding-for-athletes-works-on-expanding-sexual-violence-policy\/erika-brown-8\/\" data-orig-file=\"https:\/\/vmrw8k5h.tinifycdn.com\/news\/wp-content\/uploads\/2019\/12\/erika-brown-2019-d1wncaa-1444-scaled-e1576180373777.jpg\" data-orig-size=\"1500,1125\" data-comments-opened=\"1\" data-image-meta=\"{&quot;aperture&quot;:&quot;2.8&quot;,&quot;credit&quot;:&quot;Peter H. Bick<\/p><\/div>\n<p class=\"articleParagraph enarticleParagraph\">As <em>Associated Press<\/em> notes in its report on the NCAA decision, &#8220;Previously, college athletes could compromise their eligibility to compete for their schools by accepting some benefits that are provided to potential Olympians.&#8221;<\/p>\n<p class=\"articleParagraph enarticleParagraph\">Under the new legislation, athletes designated elite by official organisations from Olympic level down to domestic niche-sport federations, can accept travel expenses being paid for parents, coaches and other support staff.<\/p>\n<p class=\"articleParagraph enarticleParagraph\">The new rules will also allow athletes to spend more time working with their college coaches without breaking <a class=\"companylink\" title=\"NCAA\">NCAA<\/a> rules regarding practice limits.<\/p>\n<h3>NCAA Sexual Violence Review<\/h3>\n<p class=\"articleParagraph enarticleParagraph\">The NCAA Board of Governors provided no details at this stage but is working on expanding the <a class=\"companylink\" title=\"NCAA\">NCAA<\/a>&#8216;s sexual violence policy beyond its current focus \u00a0on education in sexual violence prevention of athletes, coaches and administrators.<\/p>\n<p class=\"articleParagraph enarticleParagraph\"><em>The AP reported: <\/em><\/p>\n<p class=\"articleParagraph enarticleParagraph\">There have been calls from some victims&#8217;
