﻿{"id":398212,"date":"2019-10-15T02:05:14","date_gmt":"2019-10-15T09:05:14","guid":{"rendered":"https:\/\/www.swimmingworldmagazine.com\/news\/?p=398212"},"modified":"2019-10-15T06:16:48","modified_gmt":"2019-10-15T13:16:48","slug":"swim-englands-water-polo-chair-resigns-over-governance-failings-poor-management","status":"publish","type":"post","link":"https:\/\/www.swimmingworldmagazine.com\/news\/swim-englands-water-polo-chair-resigns-over-governance-failings-poor-management\/","title":{"rendered":"Swim England&#8217;s Water Polo Chair Resigns Over &#8216;Governance Failings &#038; Poor Management&#8217;"},"content":{"rendered":"<p><em><strong>Swim England &#8216;Governance Failings&#8217; Prompt Resignations<\/strong><\/em><\/p>\n<p><strong>Ian Elliot<\/strong> has resigned from <strong>Swim England&#8217;s volunteer Water Polo Management Group<\/strong> in protest over \u201clack of leadership, vision and governance&#8230; poor management, delivery and a lack of transparency\u201d at the association.<\/p>\n<p>Eliot&#8217;s view echoes many of the criticisms made by Masters in their own dispute with Swim England, which boiled to the surface again of late when <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/swim-england-under-fire-as-ex-boss-bostock-fails-to-apologise-after-third-misconduct-finding\/\" target=\"_blank\" rel=\"noopener noreferrer\">three misconduct findings were served on a former Board Chair of Swim England<\/a>. Argument did not end there, as the three women who had complained about the behaviour of <strong>Chris Bostock<\/strong> were unhappy with the way he had apologised to two of them, while the third woman has yet to receive an apology weeks after verdict was handed down.<\/p>\n<p>Criticism of Swim England over its governance and attitude to its stakeholders, now comes from Water Polo chair Elliot, whose resignation follows earlier resignations by all the other committee members. Swim England President, <strong>Ian Mckenzie<\/strong>, has had to step in as interim Chair of the Water Polo Management Group.<\/p>\n<p>In an open letter to <strong>Swim England CEO Jane Nickerson<\/strong> giving reasons for his resignation, Elliott cites \u201clack of leadership, vision and governance within Swim England\u201d coupled with \u201cpoor management, delivery and a lack of transparency\u201d.<\/p>\n<p>In Elliot\u2019s opinion, Swim England has \u201cdenied the Group the opportunity of delivering a meaningful future for the sport\u201d, disregarding its views \u201cdirectly contrary to the recommendation of the <strong>Tunnicliffe Report<\/strong>\u201d. The latter was a review of the sport, which led to the Management Group being set up and which Elliot believed Swim England had accepted.<\/p>\n<p>The resignation coincides with Swim England&#8217;s appointment of consultant <strong>David Meli<\/strong>\u00a0&#8220;to help grow and develop \u2018a great future\u2019 for water polo over the next 12 months&#8221; (see statement in full below).<\/p>\n<p>Elliot\u2019s resignation comes just two weeks after the resignation of the Group\u2019s only other two remaining members, <strong>Sarah Dunsbee<\/strong> and<strong> Eamonn O\u2019Rourke<\/strong> and of <strong>Tim Dunsbee<\/strong>, the England and senior men\u2019s coach.<\/p>\n<p><a href=\"http:\/\/www.waterpoloengland.org\/2019\/09\/30\/sadly-we-now-announce-further-resignations-this-time-from-the-water-polo-management-group\/\" target=\"_blank\" rel=\"noopener noreferrer\">Dunsbee stated that the role had \u201cjust become unpleasant and unsatisfying\u201d<\/a> and that in her view the Group \u201cwas undermined by the office staff who make final decisions\u201d, making continuation of her volunteer role untenable.<\/p>\n<p><strong>Chris Dean<\/strong>, another former member of the Group, who resigned back in 2016 over similar concerns, told <em>Swimming World<\/em> that he believes that the organisation has now lost the consent of the water polo community to act as the sport\u2019s governing body.<\/p>\n<ul>\n<li><em><a href=\"http:\/\/www.waterpoloengland.org\/2019\/10\/14\/ian-elliot-resigns-and-swim-england-take-over-the-water-polo-management-group\/\" target=\"_blank\" rel=\"noopener noreferrer\">The open letter from Ian Elliott, in full<\/a><\/em><\/li>\n<\/ul>\n<p><em>Swimming World<\/em>\u00a0asked Swim England for response. The association pointed us to the following two statements:<\/p>\n<h3>On the resignation:<\/h3>\n<p>Neil Booth, Chairperson of the Swim England Sport Operations Committee said: \u201cI would like to recognise the enormous amount of work that Ian has given to the role during his tenure.<\/p>\n<blockquote><p>\u201cHis passion for the sport and commitment to it are clear to anyone who has worked with him.\u00a0We wish Ian well in his future endeavours and know that he will continue to be a passionate advocate of water polo.\u201d<\/p><\/blockquote>\n<p>Swim England would also like to thank Eamonn O\u2019Rourke and Sarah Dunsbee for their efforts and commitment to the Water Polo Management Group as they have also recently stepped down.<\/p>\n<p>Ian Mackenzie, current President of Swim England and member of the Sport Operations Committee will take on the role of interim Chairperson.<\/p>\n<p>Swim England will be announcing its plans for the future governance of water polo imminently.<\/p>\n<h3>And on the appointment of a consultant hired to help turn England water polo around:<\/h3>\n<p>Swim England has appointed consultant <strong>David Meli<\/strong> to help grow and develop \u2018a great future\u2019 for water polo over the next 12 months.<\/p>\n<p>David is a former chief executive of England Handball, who has also worked for Sport England, and he is relishing the chance to \u2018harness all the exciting elements of this great sport\u2019.<\/p>\n<p>His appointment comes after Ian Mackenzie was named interim chairperson of the Swim England Water Polo Management Group following Ian Elliot\u2019s resignation from the role.<\/p>\n<p>David is a director of All About Sport, a consultancy which carries out governance, participation and performance reviews plus strategic and operational planning across the sports sector.<\/p>\n<p>He said: \u201cI am looking forward to working with the water polo community to put together a comprehensive, sport-wide plan that can seek to harness all of the exciting elements of this great sport.<\/p>\n<p>\u201cIt will be important to manage the expectations of all stakeholders to ensure we deliver a realistic and sustainable plan.\u201d<\/p>\n<p>Jane Nickerson, Swim England CEO, said:<\/p>\n<blockquote><p>\u201cWe are intent on supporting water polo to develop and grow and we\u2019re delighted to be working closely with David and using his knowledge and expertise to help us achieve that goal.\u00a0It is clear that there needs to be a shared vision and plan for water polo that is achievable and can delivered within the resources that are available.\u00a0There is a significant amount of work to do but this presents a fantastic opportunity to build a great future for water polo in England.\u201d<\/p><\/blockquote>\n<p><strong>Delivering change<\/strong><\/p>\n<p><strong>George Wood<\/strong>, Swim England Sport Development Director, said: \u201cDavid has an excellent grasp of the challenges faced by volunteer-led sports and knows the funding landscape well.<\/p>\n<p>\u201cHe will focus on engaging with stakeholders to understand the current position and this will form the development of a clear action plan that has input from key parties.<\/p>\n<p>\u201cWe recognise that a lot of work was covered in this area by the Tunnicliffe Report and David will be reviewing that and building on those recommendations.<\/p>\n<blockquote><p>\u201cThis project, though, is about delivering change that can benefit water polo and David will be supporting the establishment of the governance structure, the development and implementation of the plan and communication of that activity.\u201d<\/p><\/blockquote>\n<p>George added the appointment of David provided an opportunity to evaluate the current situation and take definitive steps to move the sport forward.<\/p>\n<p>He added: \u201cThere have been challenges over the past years with the ending of Sport England funding and, recently, the resignation of members of the Water Polo Management Group.<\/p>\n<p>\u201cHowever, there have also been a number of successes, with water polo reinstated on the GCSE PE curriculum following lobbying by Swim England and the introduction of the START programme.<\/p>\n<p>\u201cWe have also invested to ensure the continuation of talent programmes.<\/p>\n<p>\u201cThe work David will undertake aims to effectively engage players, officials and key stakeholders at all levels of the sport.<\/p>\n<p>\u201cWe hope everyone supports us with this vision to help move the sport forward.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Swim England &#8216;Governance Failings&#8217;
