Andrew, in his third final of the evening, finished second in 23.64, and Smith took third in 23.68.<\/p>\n<p>Not far away from the top three was Cal&#8217;s\u00a0<strong>Matthew Josa<\/strong>, who settled for fourth in 23.83.
