He stopped the clock in 52.88 to finish just ahead of\u00a0<strong>Michael Andrew\u00a0<\/strong>(52.93).<\/p>\n<p style=\"font-weight: 400;\">Phillips said it\u2019s one of the best in-season swims he has had in the past few years, even though he said it felt like he wasn\u2019t moving due to the wind.
