The change was made during the July 21 FINA Swimming Technical Congress in Budapest, Hungary, editing the so-called \u201c<a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/fina-officially-makes-ryan-lochte-turn-illegal-in-im-races\/\" target=\"_blank\">Lochte Rule<\/a>.\u201d<\/p>\n<p><span style=\"font-weight: 400;\">Previously, at no point during the freestyle portion of an IM race could a swimmer be on their back. That rule has led to several controversial disqualifications, including <\/span><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ella-eastin-bethany-galat-dqed-in-400-im-for-violation-of-lochte-rule\/\"><span style=\"font-weight: 400;\">several in the 400 IM<\/span><\/a><span style=\"font-weight: 400;\"> at the most recent U.S. Nationals that left would-be qualifier <\/span><b>Ella Eastin <\/b><span style=\"font-weight: 400;\">off of the United States World Championship team. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The new rules are copied below with the changes underlined:<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe stroke for each one-fourth of the designated distance shall follow the prescribed rules for that stroke, <\/span><span style=\"text-decoration: underline;\"><span style=\"font-weight: 400;\">except in the freestyle, the swimmer must be on the breast except when executing a turn<\/span><\/span><span style=\"font-weight: 400;\"><span style=\"text-decoration: underline;\">.<\/span>\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIntermediate turns within each stroke shall conform to the turn rules for that stroke, <\/span><span style=\"text-decoration: underline;\"><span style=\"font-weight: 400;\">except that in the freestyle turn, the swimmer must return to the breast before any kick or stroke.<\/span><\/span><span style=\"font-weight: 400;\">\u201d<\/span><\/p><\/blockquote>\n<p><b>Jay Thomas<\/b><span style=\"font-weight: 400;\">, the Chairman of the USA Swimming Rules Committee, had previously told <em>Swimming World<\/em> <\/span><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/the-lochte-rule-why-all-the-dqs-and-what-could-change\/\"><span style=\"font-weight: 400;\">that this change was likely back at U.S. Nationals<\/span><\/a><span style=\"font-weight: 400;\">.
