{"id":214895,"date":"2016-07-30T17:56:08","date_gmt":"2016-07-31T00:56:08","guid":{"rendered":"https:\/\/www.swimmingworldmagazine.com\/news\/?p=214895"},"modified":"2016-07-30T17:56:08","modified_gmt":"2016-07-31T00:56:08","slug":"ioc-creates-panel-to-make-final-decision-on-olympic-eligibility-of-russian-athletes","status":"publish","type":"post","link":"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-creates-panel-to-make-final-decision-on-olympic-eligibility-of-russian-athletes\/","title":{"rendered":"IOC Creates Panel to Make Final Decision on Olympic Eligibility of Russian Athletes"},"content":{"rendered":"<p>The International Olympic Committee (IOC) has announced that a three-person panel will be making the final decision about which Russian athletes are eligible to compete in the 2016 Games.<\/p>\n<p>Last weekend, the IOC reviewed the <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/what-the-independent-investigation-into-russias-systematic-doping-program-means-to-swimming\/\" target=\"_blank\">McLaren Report <\/a>of systematic doping in Russia, and created a series of c<a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-releases-conditions-for-russian-participation-in-rio-olympics-avoids-full-ban\/\" target=\"_blank\">onditions for Olympic participation<\/a> while passing the ultimate decision to international federations.<\/p>\n<p>The IOC&#8217;s decision to pass the responsibility onto other organizations was <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/213747-2\/\" target=\"_blank\">widely criticized<\/a>. Now, the organization appears to be picking up more responsibility, but has the potential to make things more complicated, as they become involved less than a week before the Games begin.<\/p>\n<p>&#8220;The three-person panel comprises <strong>Ugur Erdener<\/strong>, president of World Archery and head of the IOC medical and scientific commission, <strong>Claudia Bokel<\/strong> of the IOC athletes commission, and Spanish IOC member <strong>Juan Antonio Samaranch Jr<\/strong>, son of the ex-IOC president of the same name,&#8221; according to the BBC.<\/p>\n<p>In the case of swimming, FINA (the international federation) announced that <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/fina-officially-pulls-yulia-efimova-six-other-russians-from-rio-games-in-accordance-with-ioc-decision\/\" target=\"_blank\">seven swimmers would not be eligible<\/a> for Rio. Four of those swimmers\u00a0had a doping suspension in the past. The other three were reportedly named in the McLaren Report.<\/p>\n<p>According to the BBC, &#8220;More than 250 Russian athletes have so far been cleared to compete.&#8221; The World Anti-Doping Agency (WADA) had <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/wada-issues-recommendations-wants-russia-banned-from-rio\/\" target=\"_blank\">recommended a blanket ban<\/a> of Russia from the Games.<\/p>\n<p><strong><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/yulia-efimova-filing-an-appeal-on-olympic-ban-with-cas\/\" target=\"_blank\">Yulia Efimova<\/a>\u00a0<\/strong>and\u00a0<strong><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/russian-swimming-president-announces-vladimir-morozov-will-also-appeal-rio-ban\/\" target=\"_blank\">Vladimir Morozov<\/a>\u00a0<\/strong>have appealed their bans to the Court of Arbitration for Sport.<\/p>\n<p>All of these decisions will now be made on a tight timeline, with opening ceremonies taking place on Friday.<\/p>\n<p>Read more from\u00a0<em>BBC\u00a0<\/em><a href=\"http:\/\/www.bbc.com\/sport\/olympics\/36934760\" target=\"_blank\">here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The International Olympic Committee (IOC) has announced that a three-person panel will be making the final decision about which Russian athletes are eligible to compete in the 2016 Games.
