While speaking with the Russian Olympic team at the Alexander Hall of the Grand Kremlin Palace, Putin noted that any medals won in Rio will be &#8220;devalued&#8221; with the absence of many Russian athletes.<\/p>\n<p>While addressing the athletes and the press, Putin proclaimed that the state of non-admission of many Russian athletes at the Rio Games &#8220;has gone beyond not only the legal field, but in fact common sense.&#8221;<\/p>\n<p><a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/ioc-releases-conditions-for-russian-participation-in-rio-olympics-avoids-full-ban\/\" target=\"_blank\">On Sunday it was announced<\/a> by the International Olympic Committee (IOC) that Russia as a country would not be banned, but instead athletes who fell under certain conditions, including having tested positive for a banned substance in the past, would have their Olympic fates determined by their sports governing bodies. FINA, swimming&#8217;s governing body, <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/fina-officially-pulls-yulia-efimova-six-other-russians-from-rio-games-in-accordance-with-ioc-decision\/\" target=\"_blank\">announced on Monday<\/a> that a total of seven swimmers would be banned from participating in the upcoming Games.<\/p>\n<p>With\u00a0<strong>Yuliya Efimova\u00a0<\/strong>and\u00a0<strong>Vlad Morozov<\/strong> on that banned list <a href=\"https:\/\/www.swimmingworldmagazine.com\/news\/russias-medal-hopes-could-suffer-with-efimova-morozov-5-others-banned-from-rio\/\" target=\"_blank\">Russia&#8217;s chances for medals<\/a> in swimming\u00a0could suffer.
