Rogers\u2019s time topped his record-breaking 1:06.52 from the prelims session.<\/p>\n<p>The record was previously held by Carson Foster of the Cincinnati Marlins, who is the fastest 13-year old in the nation in the 200-meter and 400-meter IM.
