COLORADO SPRINGS, Colorado, July 12. USA Swimming President Bruce Stratton has appointed Bernard "Buddy" Pylitt as the National Board of Review Chair and Kathy Oates-Dacey as the NBOR Vice Chair, effective July 1, 2013. The National Board of Review is a volunteer review board that acts as a hearing body to resolve matters, questions and disputes involving USA Swimming, the Local Swimming Committees or USA Swimming membership.

Pylitt, of Indianapolis, has over 38 years of experience as a county and federal prosecutor, trial lawyer and administrative law judge for three Indiana agencies, and Superior Court judge. In 2005, Pylitt re-entered the practice of law after serving as judge of Hamilton County Superior Court No. 2 in 2004. He received his bachelor of arts from Indiana University. He began attending law school following graduation but his studies were interrupted by two years of service in the United States Army where he served in the Judge Advocate General Corp at Fort Carson, Colo. He was honorably discharged in 1973 and awarded the Army Commendation Medal. Pylitt received his doctor of jurisprudence from Indiana University Robert H. McKinney School of Law in 1975.

Kathy Oates-Dacey, of West Roxbury, MA, is a lawyer, former swimmer, swim parent, former Chair of the New England Swimming Board of Review, and frequent hearing panel member or panel chair for the NBOR.


Pylitt, who formerly served as the NBOR Vice Chair, will replace Jill Chasson as the NBOR Chair. USA Swimming would like to thank Jill Chasson for her service over the last three years. She has been a dedicated advocate for USA Swimming and our efforts to ensure a safe environment for our athletes and we thank her for her work. Chasson will be redirecting her time spent as NBOR Chair back toward her family and law practice in Phoenix.
