Teenager Chase Panem Added to USA Swimming Banned for Life List

COLORADO SPRINGS, Colorado, October 7. DEMONSTRATING that every single USA Swimming member is governed by the Code of Conduct, USA Swimming added teenager Chase Panem to the USA Swimming Banned for Life List on Friday.

In June 2011, a 15-year-old Panem turned himself into Charlotte County authorities for sexually assaulting a six-year-old boy in a bathroom at the South County Regional Park. Panem was practicing at the time, while the victim was attending a summer camp according to ABC7 in Fort Myers, Fla.

Panem was banned by USA Swimming for violating 304.3.6 of the 2011 and 2012 Code of Conduct.

304.3.6 Conviction of, imposition of a deferred sentence for, or any plea of guilty or no contest at any time, past or present, or the existence of any pending charges, for (i) any felony, (ii) any offense involving use, possession, distribution or intent to distribute illegal drugs or substances, (iii) any crime involving sexual misconduct, or (iv) any criminal offense against a minor.

Panem has since had his case turned over to juvenile court, while being designated a sex offender. He has been enrolled in a high-risk juvenile program for sex offenders. Panem was banned by a National Board of Review process as of Sept. 5, 2012, and his banishment was made public on Oct. 5 after a 30-day appeal window.
