Kenneth Fuller Added to USA Swimming’s Banned for Life List

COLORADO SPRINGS, Colorado, September 4. IT did not take long for USA Swimming to include Kenneth Fuller to its Banned for Life List. Fuller, the former Bayard Rustin High School head coach in Pennsylvania, was arrested in May and charged with sexual assault and corruption of a minor.

As originally reported, USA Swimming initiated an emergency Board of Review hearing that led to an initial suspension of his membership. On July 31, USA Swimming's full National Board of Review process enacted a complete suspension of Fuller's membership for life. Fuller had 30 days to complete an appeal process, before being added publicly to the Banned for Life list on August 31.

Fuller swam for West Chester Henderson and Marple Newtown as a prep swimming competed at Drexel University as its team captain. He also served as a coach at the Pennypacker Country Club. Fuller was charged for having sex with a member of the Bayard Rustin High School swim team on three separate occasions after supplying alcohol to the minor. He also posed as the victim's father to get her excused from school for one of the liaisons.

Fuller was found to have violated two USA Swimming Code of Conduct sections:

304.3.6 Conviction of, imposition of a deferred sentence for, or any plea of guilty or no contest at any time, past or present, or the existence of any pending charges, for (i) any felony, (ii) any offense involving use, possession, distribution or intent to distribute illegal drugs or substances, (iii) any crime involving sexual misconduct, or (iv) any criminal offense against a minor.

304.3.18 Any other material and intentional act, conduct or omission not provided for above, which is detrimental to the image or reputation of USA Swimming, a LSC or the sport of swimming.
