Reaction to IOC Rejection of Retroactive Medals: Part 1 of 3 -- December 18, 1998

Background:
Swimming World was the first publication or organization to call for medals to be awarded to those cheated by the East Germans--first, in 1994, when we were the first publication in the world to publish documents from the East German secret police (Stasi) proving all world-class East German swimmers were being sytematically doped; and second, in 1997, when we published a two-part series on the impact of East German cheating called "The Way Things Should Have Been." That series led directly to USA Swimming finally taking action on the issue after refusing to do so for many years, when ASCA and Swimming World presented a joint proposal at the USS convention in San Francisco.
