USAS Convention Begins Tomorrow in San Diego

SAN DIEGO, Calif, September 8. THE 2003 USAS convention takes place this week in San Diego from Tuesday, September 9th until Sunday, September 14th.

There will be elections for the 2004-2008 Olympic International Operations Committee.

The following pieces of noteworthy legislation have been approved by the rules and regulations committee and will be voted on this week.

Timing Systems and Relay Starts:

For relay take-offs, officials may be able to use relay timing system incorporated take-off platforms and back-up timing cameras to serve as confirmation of a relay false start. Another piece of legislation allows for camera systems that can record up to a frame per 1/100th of a second to be allowed as a secondary timing system.

When both take-off platforms and back-up cameras are available, the system printout will provide the information to judge relay exchanges. The cameras can be used by the referee for confirmation. When back-up cameras are not available, the Referee will determine the confirmation.

Disqualification Procedures:

At meets where an international team will be selected, the use of FINA disqualification procedures may be used in order to familiarize coaches and swimmers.

Starting End Pool Depth

This will establish the minimum depth for starts from the pool deck. In pools where the depth is between 3’6” and 4’0” the swimmer must start from the deck or from within the water.

Lane Lines

That there only be one lane rope between lanes in SCM (short course meters) competition, the rules already state that there only be one rope between LCM (long course meters). This does not affect SCY (short course yards) competition, where multiple lanes can be used.
