The new qualifying system for Worlds involves A and B time standards in each event, and a provision for countries where no swimmer meets any of these standards. A country is still limited to a maximum of 2 swimmers per individual event, and 1 team per relay event. The system is:
-For a country to enter 2 athletes in an event, both individuals must meet the A standard in that event.
-For a country to enter 1 individual in an event, the swimmer must meet the B standard in the event.
-A country with no swimmers meeting either the A or B standard in any event, may enter up to 1 male and 1 female in the swimming portion of Worlds. Those 2 individuals will be allowed to enter up to 2 events each.
-A country that has only 1 swimmer meeting one or more of the qualifying times may enter a second (1 additional) swimmer of the opposite sex in up to 2 events.

Swimmers entered into Worlds without qualifying times must have participated in the national championship of the country/National Federation they are to represent.
