FINA Releases Updated Approved Suit List -- June 22, 2009

LAUSANNE, Switzerland, June 22. FINA has released its updated FINA Approved Suit List after meetings that took place over the weekend. A large number of previously disallowed suits were added to the list, primarily due to confusion regarding air trapping issues that originally eliminated many suits.

FINA Executive held a meeting in Lausanne Switzerland on June 19, 2009 to consider the swimsuits approvals under the transitory regulations in accordance with the Dubai Charter.


The Executive reviewed the recommendations of the Swimsuit Commission issued on June 18, 2009 in connection with the swimsuits subject to re-examination further to the first Commission Meeting on May 19, 2009.


The Manufacturers have re-presented their swimsuits with modifications. In certain cases, the Manufacturers have submitted arguments regarding the fact the construction or material of their swimsuits would not create air trapping effects.

The Executive approved the swimsuits as per attached list.

Regarding the application of the criteria, the Executive found that the evidence of "in use" air trapping effect is complex and that it would require considerable time to create and implement comprehensive control mechanisms and test methods which would permit to establish the effect with absolute certainty in connection with particular swimsuits. In a transitory period where the industry had little time to anticipate the requirements, it is also important to take into account that the outcome of the approval process can have substantial impact on existing production and stocks. Therefore, in cases where there was a reasonable doubt as to the effect, such doubt had to be taken into account in the decision concerning the respective swimsuits.

To secure a level-playing field, the swimsuits approved will be available to all swimmers at the World Championships in Rome.

The approved swimsuits will be labelled and will be checked in Rome prior to competition.

The rules regarding shape, use of only one swimsuit and no taping will be strictly applied and controlled in the first call room.

FINA will continue the process of controlling the evolution of swimsuits and will issue new rules including new criteria for 2010.

June 22, 2009 Well, well, well. How interesting. Seems there never was any "science" to back up FINA's exclusive promotion of anything Speedo - and "exclusive" banning of all things everyone else.

Hmm - now will the punitive lawsuits commence? They should. I wonder - and the consuming public has every right to wonder - how much commercially of a purposeful "hit" these previously banned selectively chosen manufacturers were FORCED to incur by FINA rushing in - with no science to back them up - and banning suits based upon (can we presume it was coming from Speedo?) rumor and speculation, only?

Hmmmm....

Regrettable process, FINA - all the way around. And we all are supposed to feel "confident" you all know what you are doing - when all you APPEAR to be doing is acting in concert with ONLY the best interests, time and time again - of Speedo?

June 22, 2009 So it's now a complete circus in 2009, all due to the misguided decision back in late 2007 to allow modified wetsuits to stand on the starting blocks.

Will the national bodies now show sufficient backbone and make changes in FINA's management? Will the coaches who could have spoken up at the meeting in Lausanne last month and reportedly kept their mouths shut finally get some guts?

All of the posters who have argued for "technological advancement," this is your lucky day. The rest of us can only hope for some serious balancing out, however, post-Rome and in time for the new rules supposedly taking place on Jan. 1, 2010.

June 22, 2009 FINA took the easy way out and I have little confidence they will make good decisions by 2010. After seeing the Jaked suit, there is no doubt in my mind that it is air trapping and impermeable. However, I find the ruling highly influenced by the non-Speedo and non-USA based vendors and countries. Almost as if FINA worked hard to be unbiased to the point of ridiculous.

June 22, 2009 Professor Manson has put FINA in a jam by failing a huge majority of tech suits currently on the market. AS you can see from the new list, SPEEDO LZR female models, SPEEDO Pro female models, and Fastkin II suits all failed to make into the original list, along with most of the TYR suits and everything from Blueseventy. If the original list is not changed, the only legal suits availbale in the U.S. are LZR suits for men and TYR Tracer (Light and Rise) full body suits for men, and suits from Rocket Sport.
There is no way the original ruling can stand.

June 22, 2009 Swimhouston- This is a ethical and legal question for FINA - not one that should be projected upon any of the banned manufacturers.

If NO science was applied in regard to ONLY banning certain suits (other than Speedo of course), how can you or anyone else refuse to acknowledge that ONLY Speedo benefits, time and time again - from the (most likely illegal) banning of all other suits and now this continuation of supporting Speedo suits, along with all the others, even though throughout it all FINA refuses to apply any "
science" - any science at all - to any of its rulings?

How can that be all the other punitive impacted manufacturers fault? And not just Speedo and FINA working in concert/collusion?

June 22, 2009 What a farce! The whole thing is just a stopgap anyway, there is no way the Blueseventy, or most of the other suits that were on the margin, can pass the new permeability test. My swimmers tell me that the locker room before a big meet smells like the inside of a swim cap. These suits are made of rubber, pure and simple.

I said it before: the goal should be that the suit has no impact. The swimmer should swim as fast with the suit as they would without any suit, and no faster.

June 22, 2009 Lorraine - I agree with you that no science was invoked from all appearances. However, I am not sure how you can say there is collusion with Speedo when suits such as Jaked are added that truly step beyond the line. Talking to swimmers that have used the Jaked, they definitely feel that the suit offers a significant competitive advantage over anything Speedo or others have to offer. The playing field is no longer level and the cost to athletes is exhorbitant to try to keep up. The Jaked is like a flotation device based upon comments I have received first hand from swimmers. I hope that FINA will show a backbone in January and take us back to pre LZR technology. Likewise the Blue Seventy is a modified wet suit.

June 22, 2009 Swimhouston - "like" the appearance of clear preference that was solely (and unscientifically) given to Speedo or not, will FINA ever acknowledge the error it made in including Speedo suits and excluding all others?

And going by a swimmer's "perceptions" of a suit being this or not - is precisely what makes PREFERENCE everything in regard to competitive swimming. Again - without the science to back up your suspicions of certain suits you are choosing to act and judge like FINA erroneously did. And yet you just as purposefully refuse to NOT suspect the very real appearance of direct and purposeful collusion in regard to solely benefitting through all of this Speedo, and Speedo alone?

Again - there was no "science" to back up them being the sole beneficiary of "inclusion" in regard to all of this.

Makes no sense. Is indefensible - and how will FINA compensate, as a result, those manufacturers they erroneously monetarily and reputation-wise damaged - while only appearing - APPEARING - to serve the best interests of Speedo - throughout it all of Speedo, Speedo, Speedo - unscientifically and suspectedly so.

June 22, 2009 For all Speedo haters and conspiracy theorists, just check the new list and see how many Speedo suits have been originally rejected. One thing is certain: Professor Manson is very independent :-). However, independence is not an excuse for bad science, which is quite abundant in the testing.

June 22, 2009 You cannot dispute the ongoing instance of world records that occured solely in (not discretionarily banned) Speedo suits is a suspect reality - based upon the now acknowledged fact that FINA had no scientific basis for keeping Speedo suits in the competitive running - any of them - while outing almost all others.

Come on..... I am not a Speedo "hater". Just a pragmatist. And a realist. And a FINA holding their feet to the fire as to accountability and competitive fairness, scrutinizer. You should be too. We ALL should be.

Inexcusable. And the world records secured in Speedo suits - all of them - how ethical and/or legal can they be - if they were secured ONLY because FINA punitively and perhaps totally erroneously banned other perfectly scientifically legal suits?

June 22, 2009 Doesn't matter which side of this issue you are on.
FINA is making a farce of our sport.
There is no clarity on any side.
Do you hate the suits? Well, you have no clarity or sense of direction as all suits now seem to be legalized and the "direction" FINA was supposedly finding has been thrown out.
Do you love the suits and want them? No sense of clarity there either because although Rome seems like tech suit heaven, it seems clear that FINA is not done with it's sidewalk shell game. Who knows where the swimsuit marble will be by the fall.
We are all in the dark. No direction. No leadership. And yes, FINA must take a lion's share of the blame on this, but now the spotlight must also start to be shined on the leaders of our national federations and the national team directors of these federations. These people who seem are running in fear of the swimsuit companies legal teams (or are on the payroll) are just as much to blame and are placed in guilt by their thundering silence for the most part (kudos to some who have voiced opinions--regardless of their side).
My point here is that regardless of which side of this issue you sit, this was a horrible weekend for our sport. Direction, guidance and any sort of clarity has been thrown out the window. No one on either side can be sure of what's coming next because the only people with a backbone to lead our sport are the people running the suit corporations.
And regardless of if you love these suits or hate them, I think a lot of people would agree that swimsuit companies should not be allowed to captain the ship.
Where are our leaders?!?!?

June 22, 2009 although the picture is not a pretty one at least it is clear for the rest of 2009. when it comes to rome only the athlete will know if he is "cheating" because of he suit they are wearing. i think a ba on all wetsuit style materials is a must. what is more concerning as an employee of a dealer who sells speedo, tyr ,nike etc is the amount that younger swimmers re worrying about there suit instead of swimming. personally i fell there should be a ban on all technical suits fs-pro/tracer lught and up until "A", STATE and national CHAMPIONSHIPS. there are plenty of swimmers in my area who have a lzr, tracer, blue 70 because there parents have the money. the youth is our swimming future and they hould earn there suit not have one because the bank account holds enough money for one.the months between feb 2008 and december 2009 will go down as fast months for swimming, lets hope that fina can give a clear picture of what is legal come january 1, 2010 so all swimmers are just worrying about wat tey are doing in the pool not what they are wearing in the pool

June 22, 2009 I'm just looking at results over the past 4 weeks. The top swimmers that used the Jaked suit before june in the 50 went from 21.3-21.9(JAKED TYPE SUITS) and now are going 22.1-22.4 (IN APPROVED SUITS BEFORE TODAY).

I look at Jason Lezaks swims over the weekend at Mission Viejo in the 100 free with a 49.04 in the LZR it looks like. 3 weeks before he went 47.80 with the jaked on at JEI. the suits across the board are providing an advantage and it makes me suck to my stomach to be forced to wear these suits to be copmetitive. just level the field is all I care about. then people will start talking about the swimmers again. I just dont know what to believe with all these suits and FINA's rulings.

A simple observation here, no one is talking about the fast swimmers out there anymore. They are talking about the fastest suits or what suit they were wearing with that fast time. its sad

I dont know what to wear at world champ trials now! haha its kind of funny, Since Jakeds are approved again everyone but me could be wearing them at World Trials in the 50 Free.....

June 22, 2009 We've got the money to buy, but in our area the swimmers decide when and where they will wear the the tech suit. Its like an unwritten rule among themselves. I'm proud of them. They don't want an advantage over someone if the other one doesn't have the same. Its taught them sportsmanship. But, Hi Tech are good for the sport.

June 22, 2009 This was always coming. Jaked were never going to be banned as they sponsor the Italian team...it's solely commercial. If world champs were being held in the US I'm sure there would have been a different outcome. But they're not and the Italians seem to have had the negotiating power in this one. Which beggars the question, why have World Champs never been held in the US (not that i remember anyway)? Has any city ever even been a candidate?

June 22, 2009 jeffyfit, tyr titan did not make the list. the tyr A7 is similar to the tracer rise. i guess some swimsuit makers forget that polyurethane is part of a wetsuit not a swimsuit. hopefully the winners in rome deserve to be there through hard work. 35 days until swimming starts at worlds, it is going to be one crazy week.

June 22, 2009 Until you all start suspecting the swimmers wearing LAZR's - instead of every other suit - this discussion goes nowhere.

Start owning the fact that SPEEDO and FINA colluded and tried their hardest to brainwash an entire swimming community that ONLY LAZR was the legitimate one - and did so - incredibly enough - with no science backing any of that arrogant (and punitive to every other suit manufacturer) for Speedo solely profiteering benefit.

Time for everyone - athletes included - to get real.

FINA owes an entire swim community - the manufacturers these suits and the athlete's who have every right to choose from them - an apology.

Where to go from here? - thanks to FINA corrupting it all - it's anyone's guess. I would surmise a whole slate of well deserved lawsuits, first and foremost.

June 23, 2009 For me the bigger question is whether FINA are really the body fit to govern our sport? Based on their complete failure to deal with the suit issue decisively, professionally, authoritively and fairly they have demonstrated for me that they are not fit to lead or govern. Some of the decisions and U-turns they've made you really couldn't make up- absolutely beyond a joke, it's embarassing, it's frustrating and it's devaluing our sport. Time for it to end. June 23, 2009 I think a lot of the commentators are missing the fact that there are two - at least - swimming worlds: World Championships, and the rest of the enormous swimming community. FINA does not have any real control over what USASwimming and the YMCA do in their age group meets, and to me the answer there is simple: navel to knees for guys, and neck (not covered, and no arms or shoulders) to pelvis for women. Within those small limits, who cares? That much material, no matter what it is, is not going to give anyone that much of an advantage, and age-group swimming won't be faced with the costs of trying to keep up with the world competition, or Formula I swimming.

For high level open meets, let FINA rule; Formula I does it. So long as all of the suits are available to everyone, let the swimmer choose their weapon. Does that change the face of world competition? No more than has happened over the last 3 or 4 years.

FINA's attempt at scientific differentiation doesn't impress me; Fastskin Pro legskins were not on the first approved list, although Pro bodysuits and jammers were, as were LZR legskins. How those could "pass" and the pro legskins not defies logic. I suspect swimsuit design is a lot like sailboat building; Hydrodynamics is hard enough, even with test tanks and wind tunnels, but how a boat will handle under various winds and diffferent sets of sail is never known until she's in the water. That's why designers are called navel architects, not engineers. It's not an exact science. Add the dynamics of the human body shape, musculature, and stroke differences into the mix, and any rational scientific analysis quickly is overwhelmed by the number of variables.

Sailing solves that by including one-class regattas, where everyone races the same boat, or "open" competitions where the length, beam, draft and special design (wings or not on the keel, for instance) are regulated, but within those parameters any (rich) competitor can design as they want.

Until the community can gain control of FINA for World competitions, let anything go; no fins, no paddles, no electric propulsion systems, but if you want to swim in a wetsuit, good luck. But for the vast majority of high school, NCAA, and beginning competitors, screw FINA. Set easy-to-regulate standards of coverage, and let the best swimmer touch first. They'll get to Formula One if they want; if not, they'll be a hell of a stock-car driver. And those that go to Formula One, can wear the swimsuit from hell five years from now.

June 24, 2009 I'd like to think that the communities within the swimming universe are as distinct as njswimdad says, but reality is different. The NCAA swimming committee caved in this year, for one thing. FINA's example filters down everywhere, for better or worse.

But given that the entire subject is driven by swimsuit manufacturers' zeal to make money, I really wish the other governing bodies would get some guts because that would help end the entire fiasco. Why? Because at FINA-governed meets the manufacturers have to supply suits free and make them available to all. Should age group, school and Masters divisions disallow anything other than the coverage limits njswimdad suggests, the economic incentives will be vastly reduced (I mean, we just saw blueseventy weep at the loss of two days' sales!).

The irony is that some of the old guard like Speedo, Arena and Tyr would likely stay in the market and get back their dominance, because I don't think blueseventy or Jaked or some of the other Johnny-come-latelys to competitive pool swimming apparel give a fig about selling men's briefs.
